The only way to change where the scope zeros is to change the gun and or mounts. I bend all my barrels to a happy middle ground. I also make sure to use quality mounts. Note that some people shim the scopes but it's not ideal because you're bending the scope body. Depending on your gun and it's mounting system you may be able to get a drooper mount. That's if your zeroing issue is on the vertical Axis as many people do. If you are having left and right problems check your mount orientation and if it's correct you may have to bend the barrel.
Unfortunately, I almost run out of adjustment to the right; I'm using Sports Match 1" mounts on a HW 97 and a HW 50.
