PA airgun rules

Just read some preliminary rules set by the PA game commission concerning air guns. They currently are only allowing 177 and 22 calibers. Was really hoping there would be energy minimums considering we are trying to ethically take these game animals. My 25 marauder is certainly more capable than any 177 out there. We must also remember that the majority of air rifles that  are going to be used for hunting are probably inaccurate break barrels from Walmart.
