The only two non-Ninja paintball regulators I've had apart...they both accepted the same size Belleville washers. So I'd say there's a good chance you can take an arbitrary regulator and reconfigure the washer stack to achieve the pressure you want. However, I do recommend that you use a gauge to monitor it for creep. Both of mine crept up a few hundred PSI over the course of several minutes. The Ninja regs do not tend to exhibit this issue.
Heck I find ALL the bottle regulators creep !! While ninjas are more consistent than the chinese knock off / clones ... the style of seat used is based upon BULK FLOW for fast cycling paintball guns & lacks that of a precision cyclic set pressure ... IMO

Scott makes some good points about factors that influence the setpoint over the long term. I just want to make the distinction that creep in the usual parlance is a tendency for the pressure to climb over the short term...seconds or minutes. In other words, you can literally watch the needle creep upward for a while before the valve seat seals off completely.Long term changes would be described as drift.
Now in a regulated PCP that has a good balanced tune near the knee where a variance of a few 100 PSI simply does not change velocity, creep for most users is a non issue.
I do want to point out that some creeping doesn't necessarily pose a problem. It depends on how the rifle is tuned. If it is tuned to the knee (near peak velocity), it won't be particularly sensitive to creep. Just as a traditional unregulated rifle can maintain a tight ES over a range of pressure, so will a regulated rifle that is tuned similarly.
