Can you see if this is occurring with the stock still on the rifle? If not, would the rifle have to be out of the stock and barrel broken?

Out of stock. Don’t remember If just breaking the barrel works. Been a long time since I’ve had an HW30 taken down.

It occurs in the area between the cocking arm and receiver, so would be most easily seen with the gun out of the stock and the barrel removed. Breaking the barrel doesn't really expose this area because the cocking arm rides against or very close to the receiver through the entire cocking stroke- hence the potential for galling between the two parts, but you may be able to see signs of it looking closely at that area with the barrel still on.
If it's a newer gun made within the last 5-ish years, it has a plastic insert in the cocking arm that prevents metal to metal contact and galling. Air Rifle Headquarters sells insert material for older guns, too.
If you don't feel or hear roughness while cocking, it's a non-issue. Even if you feel it, many guns wear in over time and smooth out or you can install the ARH insert or polish and lube the contact areas if desired.
Although the galling can be an asthetic issue or minor annoyance like spring twang, I've never seen or heard of it causing enough wear to be a structural or functional issue.
