I have had several of these rifles that I thought were not accurate until I put a scope on them. For some reason I just did not shoot my best with the stock sight. You might give that a try if you haven't already.

I have a Ruger Blackhawk Elite. It was shooting 3" groups too. The barrel locks up with a ball locking into a pointy thing easily seen when the barrel is open. That pointy bracket thing into which the ball sits is held in place by a large phillips head screw (hidden underneath the action). If that bracket is loose, you won't notice since everything seems to lock up just fine each shot. On my gun, the screw was loose which caused the bracket to move a little each shot and really screwed (pun intended) with accuracy. If that's your problem, tightening that screw will have miraculous results. It did on my gun, anyway. A little loctite on the threads of the screw should prevent it from coming loose again. I hope this works for you.
