So, there is a fan that comes on in these compressors that comes on when you plug it in? Without even switching anything on?

I'm a bit confused... and I'm only asking because I'm interested in this compressor for possible future purchase.Aren't these the compressors that were converted from grease to oil? If so, how would it have an oil bath fan?
So, this lower fan should not even come on without turning on the power switch as opposed to when the unit was plugged in... unless the power switch was in the on position when thee unit was plugged in... correct?And the power supply is a separate unit?
