The most effective rat control I've used is a baited live trap and then drowning them, still in the trap, using a tote filled with water.
Sounds like the Rats run your city Mike. Hopefully you find a viable solution to your problem.

Right after I got out of the Navy in WA in 1996, I moved back to CA, San Bruno. Before I collected my 1st unemployment check, (never actually got one) I started working for Bay Area Bird Control (which became Nationwide Bird Control)= I've mentioned the thousands of flying rats I killed, but this is about rats. I still did a ton of side "extermination" working for my then-FiL who was district Mgr for Terminix as a "sub-contractor". I killed hundreds of rats in dozens of basements and garages using a Blue Streak on 3 pumps with Beeman Laser wadcutters. Relatively quiet tool on 3 pumps and a wadcutter to the head of a rat is instagib. That's DEAD for you non-gamer types. My boss' R-7 was quieter, but I wasn't as good a shot with that little SanRafael springer. But ya know what worked the absolute best? 5-gallon bucket trap. I actually used the 6-gallon pickle buckets from Fresh Choice (ginormous salad-bar restaurant), since more than once, I had enough rats drowned to where new rats could perch on dead bodies.

I simply cannot fathom why an Outdoors-man would choose to live in that state.
