I think anywhere from 21 to 24 FPE would be within tolerance.

I believe you are correct in the 21-24FPE, adding a seal and shimkit from FDA would bring the FPE upto around 28FPE.

They don't have a GRT trigger for the Rugers. I have a Ruger Air Hawk Elite came in a wood thumb hole stock, steel barrel weight and a refurb Black Hawk Elite in a XS25 SFB bamboo thumb hole. I believe they have the same trigger as the Air Magnum/XS28. A clone of a Diana 34.
Several years ago to adjust the triggers I laid them across my lap upside down, pointed down range and screwed in the trigger adjustment screw till they fired then back out 1 1/2 or 2 turns and bump test them.
Today the Air Hawk Elite has a trigger pull about 1lbs 12oz and the Black Hawk Elite 1lbs 14 oz. Neither has a first stage as I prefer and break clean. Measured with a Lyman digital trigger pull gauge.

I have read of people adding longer adjustment screws to have the trigger lighten in weight and reduced travel. Good information you shared. Excellentwork. I like having my trigger adjusted to have travel and a wall to stop on to break.
I really thought of getting the RBlackhawk a few months ago, though Rightnow gothands full. If it has the same trigger as the RAM, that would be verygood.

You might wish to look up the "two scew mod" for T05 triggers. Mike Melick offers these on the clones.
