Years ago, circa 1994, I was a security guard at a business complex in Rancho Cordova, California , there was 20+ acres of offices, cafe's lawn and azaleas. This complex had a plethora of voles. The gardener told me he was beat, couldn't rid the place of them. I began bringing my Jivaro blowgun to work, I would walk the property shooting voles. I would shine my mag light on them and they would freeze, PHFFiiiit! I stuck them to the ground. I worked there for 3 months, I killed over 200 voles. By the time I left that job, me, nor the gardener could find a vole.

The only way I have known to effectively get rid of them is a combination of propane and flare.
You take the propane torch and fill the hole with propane and air mix, make sure there is a lit flame near the hole incase to much leaks out. (you want it lit up before you pump it all onto the ground, you want it in the ground in their holes.
Then when you think its decently full, normally a good 30-45 seconds of propane air mix from a torch.
Then you take that lit flare and shove it in the hole. The propane deflagration should knock out anything living in the hole, the flare fumes kills any left alive.
Don't do this if you have not worked with propane enough to know the danger signs. This is safe to do properly, and very unsafe if you don't keep the gas and flames in the right areas.
once you stick the flare in the hole burry it so all the fumes get pushed through the rest of the tunnels. Bonus points if you can find the other exits with the smoke.
