You will not regret a mini lathe.
I think a 9X20 lathe would be the minimum if you have the funds. That should give you about 1" through the spindle bore. You'll regret a mini-mill as soon as you start using it because they aren't very rigid. When you buy a mill don't get a round column because they usually don't stay on center as you raise them. If you have to balance the money then a smaller lathe and bigger mill.
