OK I bought a used 45 min tank off of ebay and it has a few scratches on it. It passed the hydro test but I'm alittle concerned about the safety of the tank.
Whats your thoughts about scratches on the tank?

It depends if they are scratches on the exterior or interior. My tanks have a few marks on them but if they pass hydro they should be good to go because they should do a visual inspection when they hydro them. Remember that fire fighters carry these around through burning homes with debris falling on them and other situations where they will get scratched up.

If it passed hydro your good to go !!
Not sure what the wrapped tanks get during the test ? .... But if like Aluminum and steel testing it's near twice it rated pressure !!

I purchased the same item from eBay. It works great. It passed a Hydro test for $20. And I picked up an SCBA adapter from PA. It is working perfect charging my SB 65 25 Cal.
