Probably too small for your purpose, but I took a pair of old socks and filled one with airsoft bb's (the cheapest I could find), then covered that with the other sock. Except for the socks, it's waterproof, as the bb's aren't affected, and the cotton or wool is breathable.

Hello,in germany we use rice or beans to fill the bags. Rice is beeing grated with time and you have to fill it up. But it works great.
I use rice but had a problem with rats chewing into the bag. Had to trap them all to stop the problem.
I went with popcorn, then rice in another and finally chopped up carpet padding in yet another.My next one with be rubber mulch... this one will take strategy and timing... I plan to run it through Betty Lou's kitchen blender to make it smaller and more manageable. Shhhhhh !!
