Likely not getting throttled...change your internet service provider. Often the phone works well since it is 4/5G, and can out perform DSL type connections. Perhaps your router needs a hard reset.

I often find both vpn services(for phone and pc) throttled as well. It may be because their servers are near fully in use where I have to change to ones less in use. When I turn off the vpn the downloads are usually always faster. My phone's wifi connection is usually always faster than my data plan too(VZ).

Some people get crazy with VPNs and Tor and so on, but you could just use duck duck go and not do whatever you are doing and have faster internet if duckduckgo uses my search info all they will find is airguns and places to move searches haha
