my buddy has a new ruger airhawk, accuracy is not up to par, i took the gun apart and checked the piston seal, looked fair, bit noticed the piston and stem was loose, was able to turn it a few degrees both ways, would this effect accuracy. tempted to take it apart again and weld it.

To me the operative here would be "new". Any welding you do will likely void any warranty on the gun.
I have a Diana 34 and the rod is solid in the piston.
Any comment I would make on the loose cocking rod affecting accuracy would be conjecture on my part.

I can't remember if my 'hawks had loose piston components but they definitely benefitted from a little love given to them during a teardown.
First thing I'd do would be to touch up the crown, this was probably what improved the accuracy in mine the most.
After that you could follow Charlie Da Tuna's B-18/19 tuning guide (general tuning for springers) while applying Air Rifle Headquarters lubes (moly paste, tars, etc.). I think this helped me more with taming the shot cycle (which also helps with accuracy).
Make sure the stock screws (one on each side, one by the trigger guard) are tight and put a drop of blue loctite on them. Also check the tension on the pivot bolt, you want it just tight enough that the barrel doesn't fall under its own weight when you break it open.
The "break in" period for springers should be taken into consideration as should its preferred pellet. Mine started settling in after a few hundred pellets and it took trying a half dozen or more pellet brands/weights/shapes before I found what it likes (started out ok with CPHP but after "tuning" it LOVES RWS Superdomes).
You should use a spring compressor for safety when disassembling/reassembling a spring piston rifle.

My Blackhawk Elite (D34 Clone) had this same problem. Just a few degrees each way. I tried to snug it up in a vice. Not sure if it's holding or not, but the gun is grouping well. It has an Apex seal with a Vortek 12fpe tune kit.
My D34 is solid though.
