I just use regulator copy paper and i tape them to a box filled with packing paper.  we get a lot of parts in at the shop i work at.

I would say to try using a light pistol pellet like these, but you are already using a 7 gram pellet.
- H&N Match High Speed, 7.55gr
- RWS R-10 "light" the 7 grain pellet, NOT the 8.2 grain
- Beaman Laser, 7.7gr
- RWS Meisterkugeln Pistol, 7gr
- RWS Hobby, 7gr

If you are shooting regulation 10m targets, you might try some Edelmann targets.  They punch nice clean holes, unlike the the lousey targets (that I have from years ago) that tear easily.

I use 110 lb weight card stock from wally world.

A piece of masking tape on the back over the bull also helps.  8)
