Suggestions for eliminating "Elephant's foot"?

My prints have what I guess is called elephants foot where the first layer squishes out and the part has a slight lip.
I'm printing PLA on an Ender 3, using Cura 4.5, and using the profiles provided by Chep on his Filament Friday youtube channel (I'm too new to generate my own profiles). The prints come out nice except for that lip around the base. For a lot of things it is not an issue but in trying to size holes for example, it matters. I've tried the first layer negative offset available in Cura but that did not seem to have an effect. Other suggestions I've seen are to change the Z offset of the printhead and to reduce the bed temperature (I'm running 50C).

Anyone have a suggestion on what is most effective and what sequence to try the changes in?

Could not find it in Cura....needed a plugin.... I will play with it tomorrow.

So, just as a followup that might provide info to someone. After re-leveling (including at temperature), using the Cura first layer negative offset, and using the zero-offset plug-in, I got it down to a couple thou on the test Chiclets I was printing. I'm still not sure how all the first layer parameters interact in Cura. Probably need to learn to read basic g-code.

Insanity:
Of all the parameter I have tested first layer has not been one and it is my next hurdle to jump my self too. I have the opposite I don't get enough smoosh. This came about after doing some mods to my printer and it changed some things.
