I have read several references to underlevers like the RWS 460 not being hold sensitive. What is it about underlevers that would make them less hold sensitive than an analogous break barrel?

Most if not all spring guns are somewhat hold sensitive. Some less than others.
My TX200 MK111 is just slightly hold sensitive but the RWS48 is a bit more.
The TX shoots at 860 FPS which is more of an idea speed than the 925 the RWS shoots. As power increased in the 177 platform, so goes the accuracy, in general.
The underlevers are often times more expensive than brake barrel and along with that comes a more refined gun with what "should" be tighter specs.
For some reason the recoil of my TX is considerably less than the RWS. That extra RWS power may easily be the reason. Anyhow, less recoil should mean less hold sensitivity. The gun doesn't dance as much.
Any one or more of the above factors may lead to better accuracy with less hold sensitivity.

Yep. Weight and where the weight is, is a large advantage. Being that most is "under" the barrel and chamber, it helps anchor it.
