Trouble adjusting tune on 1701P

Today I pulled out the hex key set and started to find the tune adjustments for my 1701P. The 3/16 (hammer spring tension) was easy to find and it moves, if a little scratchy. So far I have just moved back and forth, so no change.
I didn't find the 1/8 th for adjusting the hammer throw at first. The default setting is for a relatively high pressure (2900 psi), so I would expect the hammer throw to be on the long side, although I don't know what the stock setting is. With a long arm I can find it, but very deep inside. It does not move. I tried releasing the air pressure and still no movement. I tried cocking the hammer, and still no movement. Is the real adjuster missing? Or is it stuck?
Also, how do I measure the current setting before changing things?
