I use no chemicals on my scope rings or mounts. I do use a torque wrench. They don't come loose.I do use Vibratite VC-3 in some other places. It is not at all like Loctite. You let it dry for thirty minutes or so before reassembling the parts. Unlike Loctite you can loosen and readjust fasteners later if required. It makes the fittings somewhat like self locking nuts.By the way, my properly torqued scope screws do not loosen with use.
I hope this helps. I can't imagine, even if it was overapplied and shot immediately, a blue spray or mist coming from a loctited screw. It is not really designed to be applied between the scope rings and body but that is the only way you could have that much on there, and it may not dry there as it is anaerobic, and only cures in the absence of air.I don't use rubbing alcohol. I use a "Gun Scrubber" type solvent. Be sure it is dry even though it should only take seconds for it to dry. Use a new pipe cleaner for the female threads. The parts will appear bone dry. Wet a few threads on both the screw and threaded hole, tighten it up, use a rag to remove the tiny half drop that may ooze out, wait a day and you will have one glued in screw with no spray or mist, guaranteed!
I've never used loctite on base or ring screws for any of my scopes and never had any of the 16 (the 17th is on my pcp) come loose on my springers or gas rams. You might cnsider trying like Roadworthy suggested and getting an inch pound torque wrench and the recommended tightening specs for your bases and rings and give it a try but tightened properly and using stop pins or stop plates, they shouldn't move at all.

I've only come across and own a biggie that's used for my automobiles.
Loc-tite doesn't dry!!! It's an anaerobic sealant. It stays liquid until it's without oxygen, with metal ions. Like in bolt threads! That's why it never dries in the tube or bottle.http://na.henkel-adhesives.com/industrial/anaerobic-adhesive-14883.htm
To the OP. Why do you think you need loctite? After your scope moves, are the fasteners loose?
