It's a vintage compressor, the USN used some Cornelius models back in the day. Is it 220 volt or engine driven? Also, many older compressors had condensators and traps versus the more modern charcoal and moisture collectors, this matters more for purity and mositure removal to get as dry and oil free air stream as possible.
The press gage looks to read to 4k psi but I don't see any red line or hot zone on the face so, I'm guessing it is a 3k psi compressor. These can be a real bargain if all works well and a real money-pit if they need parts and repairs.
Key to any of these is oil changes, filter/condensator cleanings, adequate cooling over the cylinders , etc.

It should be a good rig for smaller bottles at 2900 psi and for Discos with lower BAR requirements.
