Put one barrel band as far forward as you can and the other on as far back as you can.
What pellets are you shooting ?

Is the rifle scoped? If it is, remove the scope and see if you have any POI shifts with the open sights. If not, it's a scope issue.

Rifle is scoped ...........I use lock tight on all the skrews.
Rings can be the issue as too many mounts that are inadequate get used all the time. Make sure the ring spread on the gun is as wide as possible.
DO NOT USE LOCKTITE ON ALL SCREWS. That is ridiculous ands will cause much grief for the next guy in.
The TINY Screw under the breech WILL NEVER GET THE BREECH TIGHT ON ITS OWN. If you have a pair of channel locks(who doesn't) and you can padd them, squeeze the Breech and tube together B4 you try to tighten the screw, You will discover(pun intended) that the screw does not have the torque value required through the drive hex to draw the two parts together. If the fastener is only tightening up itself and not trying to compress the breech seal (and assembly), you will get it a few turns further in most cases. Certainly will be far tighter than it ios now.
Most early discoveries had loose breech screws straight from the box, but later the factory used the above technique to get them so tight you will be hard pressed to disassemble the breech without compressing the parts together as well.
Make sure your barrel supports are not putting the barrel in tension. Pressure and temperature related POI shifts can be the result of pushing your barrel around while you are tightening the support screws. Try to tighten the screws when the barrel is in the relaxed position so nothing is being bowed by the dual supports.
Chron the gun with abrupt trigger pulls and slow. If the velocity is slower with the slow pull you have a sear engagement issue.
I guess I could continue to list the stuff I've found but suffice it to say production guns tend to have issues related to the fact that they have someone doing an operation every 90 seconds rather than a smnith looking everything over for problems.
I have never found a gun I could not improve in some way, so at the end of the day when a gun does what your gun is doing, it needs someone who knows what to look for to look at it.
1" in any direction is not a problem at 50 yards but at 10 yards it is huge. Not knowing the distance means it could be 2 minutes or 10. 2 minutes at 50 could easily be conditions. 10 minutes @ 10 yards no way!
Be more specific. Vertical strings?
Loctite is not the answer to most questions. Especially the tiny screw. Put red on that and your dead in the water with a loc-tited loose breech.

If you want help you need to help yourself and show us a picture. Othersie it is guess time. You probably have low end mounts not worth using or the loctite thing would not be needed. This is not a recoiling springer and loctite is not needed on the proper mounts.
Post a Pic of your rig.

The locktight is not needed but i have it there for extra insurance the mounts are not the best but they are not the worst eather they are 1 0 dollar leapers rings from pyramid air.

What scope do you have? New doesn't guarantee anything, especially on the lower $$ scopes.
