The shroud on my 22 has to be tight and o-rings lubed or groups open up. For the OP you might try lubing the pellets as well, helped improve my groups.

I use kryteck wax at the moment, had used this liquid wax on r/c helicopter gears as a dry lube, works well on pellets also. I put about 50 in zip lock and squirt some in, then roll them around, dump on tin foam pad and let dry. Drys up quickly.
Amen about the bore cleaning. There is an extreme to anything though- too much cleaning can create it's own problem. Ernest Rowe posted once, that once a gun has the correct pellet and has "settled in", he only cleans when accuracy suffers and then, only one patch at a time. He comes from the seasoned barrel camp. FWIW....
