Tuning for efficiency on a Webley Raider

Hello,
I recently purchased a Webley Raider in .177. I would like to tune it to 16 to 20 fp. At the same time, I would like to maximize the number of shots. It has a rather small cylinder at 165cc.
I am capable of machining any of the inner components, but I'm not sure where to start.
Would I want to start with a new transfer port? If so, what is a good diameter for this caliber?
Would a light weight hammer help? If so, what mass should I target? Also, would a free flight hammer help? It seems to have a rather farty sound at the shot. I assume that is hammer bounce I'm hearing.
Any general advice on PCP tuning would be really appreciated.
