From the Mac1 website:
"...2" low at 10 yards use 20 Minutes, 3"=30 minute, 4"=40minutes 5"=50. Mounts should be set between 3.5-4.5" ring spread for best results. Closer together is more droop. Scope stop goes in rear mount and mount screws are on the RH side. Leapers Mounts machined in USA for Mac1".
I completely understand all this- however, what would be the initial sight-in range? I'm shooting a .25 caliber.

I believe you determine how much 'droop' you want to get rid of. So if you are 3 inch low at 10 yards you purchase 30 minute of correction mounts.
Then your scope adjustment ts should be more centralized at whatever rate get you sight in for.

But there's the confusion- there has to be an initial sight-in range to compare to shooting at 10 yards, doesn't there? I mean, if you want to sight in at 10 yards, wouldn't you just sight in at 10 yards? If you sight in at 10 yards, wouldn't you be hitting center?
Unless of course you attempt to sight in at 10 yards, and you're still shooting high, and can't adjust lower- is this it?
Hence the confusion.

Droop means you have adjusted your scope trying to raise the POI to POA but you run out of adjustment. So you set your scope adjustments more to the middle and find the POI is 3 inch low at 10 yards....... purchase 30 minute drooped rings. Now with the new rings you have lots of adjustment to allow zeroing to your POA.

So attempt to sight in at 10 yards, and measure the difference. Got it.
