Just getting back into this style of shooting myself and can assure you the problems are "all the above".
You need to find a pellet the gun likes, use an air rifle rated scope with a good mount, use the recoil screw in the mount if it has one, prefer one-piece mounts myself, take the slop out of the barrel mounts and/or pivots, clean the barrel, check the barrel seat and the crown, learn to shoot the gun, and have patience. It took me about 1000 shots to tune my Benjamin .22 NP and now I am making amazing shots at 70yds plus. Also, the artillery hold doesn't work for me. I start two dots to the left and squeeze the trigger slowly as I come on target. Somehow the movement ensures the barrel is loosely held as in the artillery hold. I've hit 1/4" targets at 200ft the first try many times now. As for pellets, I have some that won't group at 15yds no matter what I try.
I also found that even with good pellets there will be skirt inconsistencies that you will notice as you seat the pellet. Watch how the loose and tight pellets group and adjust your aim accordingly. My loose pellets shoot low at 17yds about 1.5 inches. It is tough but I think you can come up with a standard for loading the pellet into the seat. I try to set them the same way every time.

Have to wait for my H&Ns to see how they do. In the meantime, stopped at the local Cabelas and picked up some RWS Meisterkugeln flat point target pellets. Whoa baby are they shooting nice! First 5 shots into .25" group with the Titan (33'). The smaller 177s shoot really nice from my Daisy/Gamo springer. Can't legally hunt with an airgun in PA, so I don't really need a hunting pellet unless we move to the country and hang bird feeders.

I would try the Meisterkugelns or however you spell it. H&N match domed pellets also worked for me.
And yes, be prepared to shoot at least 1000 shots before you figure it out. I had some copper pellets that wouldn't group less than 6" at 17yds.

For gas pistons it is generally accepted that 500 rounds is minimum for break in. However, several users have reported that it wasn't until they hit the 1000 mark that their guns really settled down and became a consistent accurate shooter.
First try many several pellets types and sizes to find your guns favorite and keep in mind just because one works well in someone else is gun it doesn't mean it will work well in yours.
Order or make some brass washers to replace the plastic breech pivot washers. These tend to wear out just about the 500 round mark.
I would highly recommend a Air rifle rated scope replacement for this gun. Also make sure to get solid one piece scope mount.
If you have a chrony then check the FPS to see if you have any issues there. A new seal and lube can do wonders.
Replace the trigger with a CDT
Regularly check all the screws to make sure none have come loose.
Practice the artillery hold and watch your trigger hand as the stock design makes it easy to over grip. If you find your wrist is getting sore then you are taking the recoil in your wrist instead of your shoulder. Noticed this myself the more frustrated I got with the gun the tighter I was gripping the stock with my trigger hand. When I finally noticed and forced myself to relax the hand, my shots settled down amazingly. Also my wrist stopped hurting, go figure
Also watch out for any barrel droop your gun might have or the muzzle break causing pellet deflection. Either of these can cause you to have to over adjust your scope. Although this will center the scope it also has been known to cause scopes to be erratic leading to POI issues. If you notice a barrel droop then shim the scope instead of over adjusting it. If you have no droop then try taking the muzzle break off and see if the POI shifts radically.

Not trying to restart this thread, just want to add another independent data point to the "every gun has its pellet" meme.
If you're not reading B.B. Pelletier's blog on Pyramyd Air's website, you should be. Talk about years of experience and know how. He just posted part 5 of the Hatsan 95 test that backs up much of the data in this thread. I could sense his frustration as he tried over and over to get the gun to group. Many of us have been there.

FDISKER My NP hardwood won't group any pellet I tried but the H&N FTT 14.66 rocks! I had to weight the barrel with a bag of lead shot in order to get it to settle down, because my artillary hold wasn't consistant enough I guess. Now it groups well enough at 25yds to plaster those pesky E. SPARR. and EURO. STARL.
