Hatsan 95 -> .25 cal Power?

Hey Guys,
I have tuned a good many Hatsan springer's and have been generally very happy with the results. The only thing that is bugging me (and this has to do with tuning methodology) is that my Hatsan big bores (.25) seem to be
somewhat
underpowered
Now, I'm a target shooter, so it really doesn't matter how quickly the pellet tears the paper, but as a "Arm Chair" tuner, I would like to know if this (seemingly) weakness can be improved? This is basically a compression chamber issue if anything.
Here is what I've done in the past:
1) Used James Maccari (AGH) piston seals
2) Polished the chamber on a lathe using 220 & 500 grit paper on a snug rod (round & round + back and forth)
3) Polished piston surface/cocking slot/trigger (sear) slot and spring chamber to perfection (up to 1200 grit)
4) Used Superlube with PTF to lube the chamber walls
5) Used (AGH) Molly on piston & seal
Here are the numbers I took today
:
1) Hatsan 95 .25 cal. (springer) w/19.91 H&N ammo = 645 fps or about 18.2 FPE's
2) Hatsan 95 .25 cal. (Vortex) w/19.91 H&N ammo = 632 fps or about 17.8 FPE's
Does this seem about Right or a bit underpowered? I could try using a brake hone w/extention (need to buy ext.) if this is deemed to be the issue (chamber too smooth). Would use 220/400 stones.
Any thoughts would be appreciated !!!

read this it may help. My 135 was shooting well but not perfect until Chevota helped me out . My transfer port ended up at .142 " and I'm at a steady 31 fpe with pretty much any pellet I put in the barrel.

Thanks Hobbyman,
What were the before and after velocities?
Now the 95 is not the cannon the 135 is, but it seems like I should get more than 17.5 to 18.5 FPE's in .25 caliber.

After doing some reading it appears your mod95 is right in the happy zone . 17 to 20 fpe is where they seem to settle in . Most posts are for the .22 not in .25 though.
