I'm somewhat disappointed in the company I purchased it through as well. They looked through the optic after mounting it and sighting it in. Yet they shipped it to me anyway. I don't understand that at all.
Shoot the rifle and start breaking it in even without the scope. It should be tin can accurate just aiming down the barrel. When you get the scope it will be all settled down and ready for serious target work.
That looks like bad etching.Both my Hawke's have perfect reticles.
