I don't necessarily agree with everything in this guide but it's a great start (I used it).
I'm just passing it on for your records.

They're big in the cities and near food supplies, like garbage (even McD's or BK), or vineyards or orchards.
Keep in mind that I killed about 250 this year so far and about 300+ last and they are still all over my neighborhood. I live in the city.

Good hunting, Knot!
I've got the kestrels (mating pair) all over my trees in back. I'll be lucky to get a shot off. If I do, however, I'm taking the bird out front to where their nest is.
Keep them busy and fat and happy.

Mo, I really do respect them. It's an odd feeling, really, to want to eradicate an entire species from your continent, and yet respect their survival skills and "bio-engineering". They're tough (ever feel their beaks and the muscles that operate them?), supremely adaptable, smart, and complex (ever tried to figure out their calls?).
There is no doubt in my mind that they and HOSP's would be the dominant bird species eventually without massive control efforts on our parts.
So, I guess the respect is what begets the urge to kill them, which is very odd indeed.

this may be a little crual but has any body tried making nest boxes for the starlings? that would bring them in ans one they are working on a nest we take them out and wait for the next pair or several pairs depending on # of boxes

I was JUST thinking that a decoy nest box was the next good idea. That's a win, win, too. They'll try to nest there, rather than stealing a woodpecker nest, and they'll die. AND another will try to take their place, too.
I'm putting something up to see if it'll work.
